Solution : Run In Compatibility Mode

Go to your directory where you installed the game, right click on the “GTAVLauncher” application file > Properties > Compatibility and tap the box “Run this program in compatibility mode for”. Make sure you tick the box “Run this program as an administrator”, click apply and OK.
